窦志平,男,1972年1月出生,中共党员,高级工程师,在读博士。中国机械工程学会成组技术分会第三届委员会委员、中国机械工程学会成组与智能集成技术分会第四届委员会常务委员、中央企业青年科技工作者协会第一届理事。主要从事机械可靠性研究、智能制造与先进成形技术研究、实验方法和标准研究、战略咨询和发展规划研究、科研和企划管理等工作,长期专注机械可靠性研究、科技研发体系与科研管理体系建设研究,熟悉机械制造工艺、设备及可靠性设计、质量检测方法、标准体系和装备制造业的宏观规划与战略研究,了解环保常用污水处理工艺、设备的集成技术。负责或参与多项科技支撑计划、04专项、智能制造专项等政府项目,组织实施多项企业委托工程项目。获机械科学研究院科技进步二等奖,作为第二专利人获中国实用新型专利一项。发表学术论文、报刊文章10余篇,撰写科技规划、专项研究等专业报告10余篇。

孟春雷,研究员。现任中交国通智能交通系统技术有限公司董事长兼总经理。 一直从事智能交通设计、研究、市场工作,在交通信息服务、公路应急处置、超限治理、综合通信、节能减排、车路协同等领域均获得了开拓性的科技成果,主持了百余项包括杭州湾、润扬大桥等国家重点工程设计、多项标准规范、重大行业攻关项目,承担了包括国家和省部级在内的各类科研项目、标准规范制修订项目50余项。负责的交通信息服务研究项目,直接推动了中国交通广播建设,填补了行业空白;主持研究的路网运营协调、跨行业信息服务等多项关键技术,支撑交通部新一代交通控制网和智慧公路试点工程建设;主编了《公路工程节能规范》、《交通运输信息安全规范》、《交通数据广播通信技术要求》、《智能运输系统供配电系统节能技术要求》、《智能运输系统长距离单相供配电系统技术要求》等;主持开发的分布式智慧供电产品、隧道应急广播、智能路侧设施等系列智能硬件产品,达到国际先进水平,并得到广泛应用。 其多次在政府间国际交流、PIARC年会、WTC大会等高层次会议作学术报告。在核心期刊及国际国内会议发表论文报告30多篇,拥有多项专利,获得多次中国公路学会、省部级科技进步一、二、三等奖等多项荣誉。 Chunlei Meng, researcher. 杨天学,男,博士,中国环境科学研究院副研究员,固废分质利用与污染控制研究室主任,硕士生导师。主要从事固体废物处理处置领域研究,主持了国家重点研发计划课题、国家青年自然科学基金项目、国家科技重大专项子课题、环保部公益项目子课题等项目近10项,发表论文50余篇,授权发明专利近40项,编写专著4部,参与科技部、生态环境部多个战略及研究规划的组织与编制工作,编制了5项省部级技术规范、指南类标准,为生态环境部及地方部门落实水十条、土十条、农村环境整治、流域环境治理、“无废城市”建设及污染防治攻坚战等提供技术支撑,获省部级一等奖3项、二等奖3项。目前担任地下水污染防控与修复产业联盟副主任委员、黑臭水体整治环境保护专项行动专家库咨询专家、黑龙江省建设用地土壤和地下水调查评估、治理修复项目评审专家库(首批)入库专家,兼任中国矿业大学、贵州民族大学硕士生导师。 Tianxue Yang, Ph.D, associate researcher in Chinese Academy of Environmental Sciences, Master Tutor, Office director of Solid waste Qualitative utilization and pollution Control. He has been involved in compiling the relative policies and the strategic planning of the environmental protection for Ministry of Ecology and Environment of the People’s Republic of China. Five technical specifications and guidelines for solid waste treatment in environmental management of the Ministry of Ecology and Environment and provincial level have been completed. Based on his work, he provided technical support for the Ministry of Ecology and Environment and local departments to implement the “Ten Articles of Water” “Ten Articles of Soil”, rural environmental remediation and watershed environmental remediation. He has won 3 First and 3 Second prize of provincial and ministerial level. Now, he is the vice commissioner of Industrial Alliance of groundwater pollution control and remediation, consulting experts of special action database for environmental protection of black and odorous water body, one of the first batch of experts of construction land soil and groundwater investigation and assessment, treatment and rehabilitation project of Heilongjiang Province. Also, he is postgraduate supervisor of China University of Mining and Technology and Guizhou University for Nationalities.
